[ARCHIVED] Portland Announces Finalists for Police Chief

The City of Portland is pleased to announce that it has narrowed down its search for a new police chief to three finalists. The candidates were evaluated today by an outside assessment center. The finalists will be invited to be interviewed by several panels including city staff, municipal employee union leadership, and community members over the next several weeks. These exercises will help to inform the City Manager as he makes his final determination for Portland’s next Police Chief.

“Because the police chief is such a public facing position that works so closely with the various constituencies in our community, I felt it was important to conduct a competitive search process in conjunction with the public and other members of city staff,” said City Manager Jon Jennings. “I’m pleased we were able to attract well qualified candidates, and I look forward to reviewing each of them further with police personnel, city officials, and community members.”   

The three finalists are Frank Clark, Vernon Malloch, and David Mara. Information about each of them is below. 

Frank Clark
Frank Clark has been with the South Portland Police Department since 1988, and is currently a Lieutenant. He has served in a number of capacities during his career in South Portland, including as Acting Police Chief for a time. Lt. Clark holds an Associates Degree from Southern Maine Community College in Law Enforcement Technology, a Bachelor of Science from the University of Southern Maine, a leadership certificate from the FBI National Academy, and is currently working toward earning his Masters of Public Policy and Management from USM’s Muskie School of Public Service.  

Vernon Malloch
Vern Malloch has been with the Portland Police Department since 1984, is currently the Assistant Police Chief, and has served as Interim Police Chief since July 2018. He has served in a number of capacities during his career in Portland. Interim Chief Malloch holds an Associates Degree from Southern Maine Community College in Law Enforcement Technology and a Bachelor of Arts from the University of Southern Maine.

David Mara
David Mara served the city of Manchester, New Hampshire for almost 30 years and was Police Chief from 2008-2015 before retiring. Mr. Mara also served as the Interim Police Chief in Portsmouth, New Hampshire from 2015-2017. He is currently serving as Governor Sununu’s Advisor on Addiction and Behavioral Health. Mr. Mara holds a Bachelor of Science from Northeastern University and a Juris Doctor from the New England School of Law.
