Bedford Street Sewer Separation Update

The Portland Public Works Department would like to provide a status update on the Bedford Street Sewer Separation project. 

As a reminder, this project is in the process of providing sewer separation by constructing new separated storm drains on various streets in the Back Cove neighborhood. The intent of this project is to reduce combined sewer overflows (CSO) into Back Cove as part of the City’s Long Term CSO control plan. As part of the project, the Portland Water District is also installing new water mains within project streets. The project remains on  schedule to be substantially completed by the end of June 2019. Pavement and other restoration activities remain within the Phase 1 utility work zone on Baxter Boulevard, Forest Avenue, Bedford Street and Durham Street. Phase 2 utility work remains in Belmeade Road, Deerfield Road, Grasmere Road and Forest Avenue.

The City’s contractor, Shaw Brothers, will return to the project site to resume construction activities on Monday, April 29, 2019. Shaw Brothers will start work by installing temporary water mains throughout the project area in order to continue providing water service concurrently with replacing the existing water mains. Unitil Natural Gas will also be installing a portion of gas main in Deerfield Road beginning on April 15th.

The following project work will be completed this spring and early summer:

• Storm drain installation in Belmeade Road, Deerfield Road and Forest Avenue.

• Sanitary Sewer main and lateral installations in Belmeade Road and Deerfield Road.

• Portland Water District water main renewal within Belmeade Road, Deerfield Road, Grassmere Road and Forest Avenue.

• Green Infrastructure rain gardens on Baxter Boulevard and Bedford Street.

• Pavement restorations on Preble Street, Baxter Boulevard, Forest Avenue, Belmeade Road and Deerfield Road.

• Installation of concrete manhole frames and covers throughout the entire project zone.

• Final roadway paving and striping in the project zone.

The current construction schedule for this spring will run from April 29, 2019 to the end of August 2019. The final paving of certain project streets will occur in the spring of 2020.

Project work will typically run from 7:00am to 7:00pm. The contractor will be required to keep driveway access open to all driveways unless it is necessary to close in order to complete a section of the work. If driveway access needs to be disrupted the contractor will be required to give sufficient notice to owners prior to the disruption.

During the project the streets will be posted “No Parking” as necessary during construction activities. This is done to protect your vehicle and to make moving around the site easier for the contractor. We restrict parking only when absolutely necessary, so please make sure you read the signs. Your vehicle will be towed if in violation. If your vehicle can’t be parked off the road we would suggest you park on one of the adjacent streets and walk to your home or business. You will have access to driveways on a daily basis. The contractor will be stockpiling necessary materials for the project along the side of the road within the City right of way. The contractor will be using heavy equipment during the project. We ask you to use caution when driving through the work zones and be aware of equipment and personnel for the safety of all.

This notice shall serve as an official 60 day notice that the following streets will be under the City’s 5 year paving moratorium following the completion of the project. The following streets will get final surfacing pavement in 2019-2020 and enter the program:

• Bedford Street from 106 Bedford Street to Forest Avenue.

• Baxter Boulevard from Preble Street to Forest Avenue.

• Durham Street from Falmouth Street to Bedford Street.

• Belmeade Road from Baxter Boulevard to Forest Avenue.

• Deerfield Road from 51 Deerfield to Forest Avenue.

Drivers and residents should expect lane closures and traffic delays on all project streets during construction hours. Please be sure to check the City’s website regularly for project

Trash and recycling pickup for all streets will remain the same. Please make sure both trash and recycling are at your curb by 6:00 AM.
