Construction Update for Bedford Street Sewer Separation Project

The Portland Department of Public Works would like to provide a status update on the Bedford Street Sewer Separation project.

As a reminder this project is in the process of providing sewer separation by constructing new separated storm drains on various streets in the Back Cove neighborhood. The intent of this

project is to reduce combined sewer overflows (CSO) into Back Cove as part of the City’s Long Term CSO control plan. As part of the project, the Portland Water District is also

installing new water mains in project streets. The project remains on schedule to be substantially completed by the end of June 2019. The first phase of work which includes

work on Preble Street Extension, Baxter Boulevard, Bedford Street, Durham Street and Forest Avenue from Bedford Street to Falmouth Street is nearing substantial completion.

Within the next week, the City’s contractor Shaw Brothers, will begin storm drain utility work on the phase two storm drain system on Belmeade Road. As a reminder, phase two will

include utility work in Belmeade Road, Deerfield Road, Grassmere Road and Forest Avenue from Preble Street Extension to Deerfield Road. The contractor is planning on getting a head

start on phase two work as weather allows into early January 2019. The contractor’s current plan is to work the rest of December and the first two weeks of January. The contractor will

be required to provide temporary pavement on all excavations before leaving the site in January. The intent of allowing the contractor to extend work this construction season is to

reduce the project’s duration next spring and summer. For your reference I have attached a map which delineates the project’s phase one and two work zones.

The current construction schedule for next spring will run from mid-March to June 30, 2019. This work will include finishing phase two utility work, final pavement, striping, sidewalk and

landscaping restorations within the entire project zone. Project work will typically run from 7:00am to 7:00pm. The contractor will be required to

keep driveway access open to all driveways unless it is necessary to close in order to complete a section of the work. If driveway access needs to be disrupted the contractor

will be required to give sufficient notice to owners prior to the disruption.

During the project the streets will be posted “No Parking” as necessary during construction activities. This is done to protect your vehicles and to make moving around the site easier for

the contractor. We restrict parking only when absolutely necessary, so please make sure you read the signs. Vehicles will be towed if in violation. If your vehicles can’t be parked off the

road we would suggest you park on one of the adjacent streets and walk to your home or business. You will have access to driveways on a daily basis. The contractor will be stockpiling

necessary materials for the project along the side of the road within the City right of way. The contractor will be using heavy equipment during the project. We ask you to use caution 

when driving through the work zones and be aware of equipment and personnel for the safety of all.

Drivers and residents should expect lane closures and traffic delays on all project streets during construction hours. Please be sure to check the City’s website regularly for project traffic

Trash and recycling pickup for all streets will remain the same. Please make sure both trash and recycling are at your curb by 6:00 AM.
