State Street Infrastructure Project Resumes Construction Week of April 2

The City of Portland’s Department of Public Works is alerting residents and motorists that the State Street Infrastructure Project will be resuming construction work during the week of April 2, 2018. The City’s contractor, Sargent Corporation, finished installing all of the project’s underground utilities before leaving the site in January. They will return now to complete curbing, sidewalk ramp installations, signal improvements, and final paving. 


Drivers and residents should expect lane closures and traffic delays on all project streets during construction hours of 7:00 AM and 7:00 PM. During pavement installation there may be times when portions of streets are closed temporarily to allow the pavers to complete the work efficiently. However, at least one lane will always be open. Please be sure to check the City’s website regularly for project traffic updates.    

 

 The following project work will be completed this spring:

 

  • Raising sewer and storm drain manholes to the pavement surface

  • Curbing installations

  • Sidewalk and sidewalk ramp installations

  • Traffic and pedestrian signal improvements

  • Final project paving and striping of State Street, State Street Extension, Park Avenue and Forest Avenue

  • Paving and striping of the redesigned Deering Oaks parking lot

  • Loaming, seeding and restoration of esplanade and lawn areas disturbed by project work

 

Once the contract work is complete, the contractor will be required to clean up all project zones before leaving the site.    

 

The Contractor is required to complete these activities by June 30th, 2018 based on the contract with the City. The current schedule provided by the contractor shows the project being completed by the end of May 2018, however because of the Maine Medical Center construction project beginning on May 7, the City is working with its contractor to do everything possible to get this project completed by the time Maine Med begins its project. There may be some overlap, but we will do everything possible to minimize impacts for residents and motorists. 


Portions of the road where the contractor is working will be posted as “No Parking” as necessary when construction activities warrant it. This is done to protect vehicles and to make moving around the site safer for the contractor.


Trash and recycling pickup for all streets will remain the same. Please make sure both trash and recycling are at your curb by 6:00 AM.

As a reminder, this project will separate the existing combined sewer in the street to a separate sanitary sewer and a separate storm water drain. The goal of the project is to reduce combined sewer overflows (CSO) into Back Cove in relation to the City’s Clean Water Act EPA compliance goals. The project will also include Portland Water District’s water-main replacement within State Street, sidewalk and ramp improvements at various locations on State Street, roadway reconstruction of State Street, traffic & pedestrian signal improvements and the green infrastructure rehabilitation of the Deering Oaks parking lot.
