The City of Portland is pleased to announce that it has recently hired two people to serve in key staffing posts. Julia Trujillo Luengo will start May 1st as the Director of the new Office of Economic Opportunity and Mandy Levine will start April 24 as the Workforce Diversity & Inclusion Specialist within the City’s Human Resources department.
“I’m extremely delighted to welcome Julia and Mandy on board and I look forward to working with them on these important initiatives. Diversifying our workforce to better reflect our city’s population has been a top priority of mine,” said City Manager Jon Jennings. “Both of these women are highly trained and have years of experience. We are very fortunate we were able to recruit such highly qualified individuals to join City staff.”
Director of the Office of Economic Opportunity
As Director of the Office of Economic Opportunity, Ms. Trujillo will work collaboratively to assure access for disadvantaged populations, including immigrants/refugees, to relevant, high-quality job training and workforce preparedness opportunities while also improving linkages between job seekers and employers. She will convene regional stakeholders to work collaboratively to develop and implement a community-wide data-collection tool. Ms. Trujillo will also identify gaps and lead efforts to develop evaluative metrics for the Office, and overall serves as a connector among service organizations, employers, and job seekers.
"This hire is an important step in the creation of the new Office of Economic Opportunity, which will help integrate into our economy immigrants and residents who need access to opportunities. It will also assist our business community who need qualified employees," said Councilor David Brenerman, Chair of the Council’s Economic Development Committee. “The creation of this office was identified as one of the Council’s goals last year, and a priority for the Economic Development Committee. I want to thank my fellow councilors and all of the citizens who provided us with valuable feedback on the direction and purpose of this office.”
Ms. Trujillo most recently served as the Director of the State of Maine’s Office of Multicultural Affairs and State Refugee Coordinator where she was responsible for supporting the long-term economic self-sufficiency of Maine’s refugee population. She also oversaw all workforce development, ESOL classes, health promotion, and programs and grants stemming from the U.S. Office of Refugee Resettlement. Prior to that role, she served as the Director of the Maine Department of Education’s Migrant Education Program.
She holds a M.A.in International Cooperation for Development from the Universidad de Las Palmas de Gran Canaria in Spain, and a B.A. in International Studies from the University of Southern Maine. She is fluent in Spanish, English, and advanced in French.
Workforce Diversity & Inclusion Specialist
As the Workforce Diversity & Inclusion Specialist, Ms. Levine will serve as the primary point person within the City’s HR Department on employment-related diversity and inclusion efforts, which involves developing, coordinating, implementing and monitoring the City’s Equal Employment Opportunity (EEO) and Affirmative Action (AA) plans, ensuring compliance with the City’s Anti-Harassment and Anti-Discrimination policies as well as State and Federal anti-discrimination laws, including Equal Employment Opportunity and Affirmative Action laws and regulations, the Americans with Disabilities Act, and the Maine Human Rights Act. Ms. Levine will collaborate with minority organizations and other groups underrepresented in the City workforce to increase minority representation, and will also develop and deliver training programs to City employees.

Ms. Levine most recently served as an HR Business Partner at Maine Medical Center where she was responsible for supporting more than a dozen hospital departments with employee relations issues, including conducting investigations into highly-sensitive discrimination and harassment matters. A significant portion of her role was devoted to spearheading robust diversity and inclusion related initiatives throughout Maine Medical Center given her background as a Senior Training Consultant with the Anti-Defamation League, a national civil rights organization. Prior to her role at Maine Medical Center, Ms. Levine was an employment attorney at law firms in Boston and Burlington, Vermont. She also served as the Assistant Director for Civil Rights at the Anti-Defamation League in Boston.
She holds a J.D. from Boston College Law School and a B.A. from Middlebury College.
