City Unveils Final Draft of Portland’s New Comprehensive Plan

The City’s Department of Planning and Urban Development is pleased to release a final draft of Portland’s new Comprehensive Plan. This final draft plan is based on work that began in 2015 and included an extensive public engagement process, including attendance at farmers' markets, fairs, middle and high school classes, neighborhood group meetings, and many other events to learn what people in Portland hope to see in their city over the next 10 years. In all, City officials have attended more than 40 events this year, hearing from hundreds of people, as well as countless others who stopped by at large events. Additionally, last winter the Department conducted a public survey to which more than 2,000 people responded. 


“Creation of the Comp Plan has truly been a community-wide effort. It distills what City staff heard, as best as possible, into concise and comprehensive visions for the future of the city we love,” said Christine Grimando, Senior Planner, and Comp Plan project manager. “As a Comprehensive Plan, it will serve as a policy vision for the entire city for the next 10 years.”


The Comp Plan is a long range policy document to assist the community in defining aspirations and addressing change. It provides guidance for Portland’s future growth and development, addressing topics such as historic resources, housing, transportation, natural resources, open space, and the economy. The creation of a new plan represents an exciting opportunity for the community to reflect on its vision of the future. 


Grimando continued, “we hope that residents will take the time to read and enjoy this new plan. Accessing it electronically is available in a few ways, and there are also paper copies available in the Planning Division on the 4th floor of City Hall, the City Manager's office reception area on the 2nd floor of City Hall, and all Portland Public Library branches.” 


A public hearing on the new plan has been scheduled for March 23rd at 6:00 PM in Council Chambers at City Hall. There will also be a community forum on the plan in March. Date, time and location of the forum will be announced soon.
