The City of Portland is pleased to announce that it has selected Michael A. Russell to lead its new Department of Permitting & Inspections. The City Council voted to approve his appointment at its June 20 meeting. He will begin working in his new role on June 27. Russell has worked for the City of Portland since 2004 and is currently the City’s Environmental Health & Safety Program Manager where he was responsible for overseeing the City’s health inspections division.
“Following an extensive recruitment and hiring process, I’m pleased to announce that we selected Mike Russell to lead our new permitting and inspections department,” said City Manager Jon Jennings. “Mike successfully transformed the Environmental Health & Safety program into one of the most highly effective and efficient inspections and education programs in the city. I am confident that he will also successfully lead this department forward in a positive way for us and the city of Portland.”
The new Department of Permitting and Inspections will serve as a one-stop permitting, licensing, and inspections shop, which will centralize services and reduce wait times. The Council approved the creation of the new department at its March 7, 2016 meeting. The department, which consists of 23 employees, will oversee building permits, business licensing, housing safety, and restaurant inspections.
Mr. Russell has more than 17 years of experience in program management to meet public health needs. He holds a MS in Health Policy and Management from the University of Southern Maine, Edmund S. Muskie School of Public Service and a BS from Saint Anselm College.
He will earn $102,000 annually.
