Inclusionary Zoning

The City Council adopted ordinance changes in October 2015 that require all new housing developments of 10 units of more meet a 10% workforce housing requirement.  The introduction of Inclusionary Zoning ensures critically needed workforce housing is built or through a fee-in-lieu option, funded for development at a later date.  In 2019, Portland amended Chapter 14 of the Land Use Code to require new hotel projects with 10 or more hotel guest rooms within any five-year period, to provide low-income housing for rent on-site, or pay a fee-in-lieu to support affordable housing in the City.  Linked below are the Implementation Guidelines and Regulations that detail how the City’s Inclusionary Zoning requirements may be satisfied.  

Inclusionary Zoning Development Projects

Since the passage of the Inclusionary ZoningOrdinance in 2015, there have been several projects reviewed under its requirements. The projects have chosen a number of creative approaches towards meeting the Ordinance, which is designed to provide flexibility in how to produce workforce housing. 

Note that the units and fee-in-lieu contributions are not provided until the project is complete. Construction can take two years for a major project.  This chart gives a sense of the projects completed, under construction and within the pipeline towards producing workforce housing:
