Housing Safety Office

The Housing Safety Office administers a rental housing registration and inspection program for residential rental properties in the City of Portland. 

All property owners are required to register residential rented apartment units, rented houses, rented rooms, or rented beds with the City's Housing Safety Office beginning January 1, 2016 or within thirty (30) days of renting a property.  The ANNUAL registration fee of $35.00 per dwelling unit/room/bed less any discounts is due at the time of registration and on January 1 of each year.  The registration fee pays for the cost of a citywide rental inspection program.

Guidance on Rental Units


A residential rental unit can be a rented apartment, house, condominium, or rented individual room.  A rental can be for any length of time including: 
  • Written leased residential rentals or month-to-month residential rentals; or
  • Short-term rentals such as:
    • Summer vacation rentals or winter rentals; or
    • Overnight lodging and casual rentals such as AirBNB and irregular room or apartment rentals.  Overnight lodging where the State has issued a food service license and as a result has inspected the property for life-safety is exempt from registering.

Note: Owners occupying a unit on their own property are not required to register the unit they occupy, but must register the units that are rented.

Registration Steps


Completing a registration for residential rental property includes:

  1. Providing contact information so that the Housing Safety Office and Fire Department can:
    • Communicate with an owner or property manager to resolve an issue with a registered building; 
    • Contact the owner or property manager in an emergency; or
    • Schedule an inspection appointment with the owner or property manager.
  2. Submitting documentation for discounts requested; and
  3. Paying for the residential rental property registration.

Discount Documentation


Submit your Discount Documents by mail, email to housingsafety@portlandmaine.gov or in person

Payment
Pay the Registration Fee Online or mail your check to Housing Safety Office, Rm 26, City Hall, 389 Congress Street, Portland Maine 04101 or pay in person. Reference your Registration Number or Chart, Block and Lot Number when you make your payment.

Rental Inspections

Inspections can be scheduled Monday through Saturday 8:30 am to 4:00 pm.

The Housing Safety Office is open in Room 26 of City Hall 8:30 am to 4:30 pm Monday through Friday.
